The government is expected to table the Development of Enterprise and Service Hubs (DESH) Bill, which will overhaul the Special Economic Zones (SEZ) legislation. This Bill is expected to go beyond export-oriented manufacturing and focus on broad-based parameters such as boosting additional economic activity, generating employment, and integrating various industrial hubs.

One of the key aspects of the new DESH Bill is also to promote the expansion of the gambit of service sector units along with select multi-sector manufacturing. Currently, only specified services such as IT, ITeS and certain assembly/ manufacturing is allowed in the special economic zones. The Bill, as highlighted in media reports, also proposes to offer tax benefits and high class infrastructure to manufacturing units.
